which up is the correct up for cam gears?

i was adjusting my timing because it was off by a tooth, but now that i look at it im not sure. do i set the "up" arrow on the cam gears in relation to the motor (looking at the top of the head where it meets the valve cover) or in relation to the ground? here's a pic, exhaust cam is UP in relation to the motor, intake is UP in relation to the ground. number 1 piston is like 1* after TDC (the mark on the end of the crank gear and the block)

the intake is off by a tooth cuz i was tryin to figure out which one was correct lol
