I have read about people doing a SAV block off, I have SEARCHED with no results 
on here on on 10+ pages of googeling. Wondering #1 What the valve does exactly, I read that it was a Starting Air Valve, and #2 Whats the benefit of doing this block off?

It provides more air on start-up. Blocking it of will not really change anything other than cleaning up the engine bay. Most people just make a simple plate out of sheet metal.
