Default Would bad suspension cause this?

I have a 95 civic EX. The suspension on it is worn out. When I go over bumps in the road the steering feels jittery. But the steering feels just fine the rest of the time.

I have new upper control arms and the bushing in the lower control arms look ok. So I was thinking I either need new new ball joints or new suspension. What do you think it would be?

I had a similar problem in an old 88 Sentra. (yes Nissans are cool too) When you'd ride over a bump it felt absolutely squirrely. Nuts on the freeway! It also felt like the car had power steering because the shocks were so soft.

I replaced the shocks and it was never a problem again. It also made the steering feel much tighter from then on. A friend drives it to this day, and it's still a little rocket.
