Default Springs that are 40-50% stiffer = what type of ride? (Need answer quickly)

I own a 97 Honda Civic EX Hatch on stock springs...

I got koni Red shocks and all I need are springs...

emailed the folks at Skunk2 and told them what are there springs rates for there lowering springs...

So they told me that if I get the lowering springs on my car the spring rate would equal 40-50% stiffer than stock...

So what does that mean?
Are these springs just as stiff as Neuspeed or H&R Race?
Being that they maybe 40-50% stiffer does that mean a stiffer and harsh ride quality?

Thanks for all your help
