when I want to chang the rpm level of my launch control...do I just plug my ecu in and download whats on my ecu to my comp. , then chang the rpm level, then upload it back to the ecu?? Is this all I have to do?

load up your calibration file. modify. update the ecu. or if you dont have your calibration file you 'can' download it off the ecu.
(done that a few times on my S300)
