Default 94+ LS swap questions

I bought a 90-93 rear engine bracket and some websites have said that the holes that are used to bolt to the tranny need to enlargened, but I was able to put the bolts through and connect it with the tranny with no problems. Why do they say to drill out the holes to a larger size?

Also, I followed the honda manual instructions for tightening the timing belt on my LS motor with the tensioner and spring, but the belt doesn't seem tight enough. Is there something else that I need to do to make it tighter?

I wrenched on a cam gear bolt to help take the slack out of the belt. (maybe that's what the manual says to do anyway?)
