Default Wheel shake

I am baffled so I bit the bullet and I am going to ask a question.

I recently swapped out my si wheels for some circuit 8's on my 96 hatch. Now ever since I put the wheels on I have a vibration around 77+MPH. I have hub rings on them and I swapped out the stock lugs (I know that I am not supposed to run them) for some tuner lugs and the damn vibration is still there. I jacked up the car and checked for any play in the wheel bearings and there is none. The car has been recently aligned also. I am baffled.

They were balanced twice! I thought maybe one of the wheel weights feel off so I took them back to get rebalanced. No luck.

also check for a bald spot on the tire from e-brakeing or slaming the breaks and locking up a tire for more than 3 sec.

That is what I was thinking. When I pulled the wheel off I noticed the boot was done on the outer tie rod. On top of that the car has 207,xxx miles on it, so I guess after I lowered it, it was only a matter of time.

And all the lugs are the same, and the tires on fairly new.

Thanks
