The only possible way to join Ti and SS is hi-energy fusion welding. The setup will cost in the 100's of thousands if you are lucky, probably in the millions, and it'll be extremely difficult to do even then. Think of that form of welding as slamming 2 pieces of metal together so hard that the atoms literally intermingle, and fuse.

Have you thought about using a slip joint wit the two or three springs like on sport bike mufflers. Thats how my titanium muffler is mounted to my stainless pipe on my bike.
