Default When to shift gears???

at what rpm is the idle shifting? i have a honda del sol 97 vtec. It seems that by 3500 to 4000rpm the engine is screaming. But if i shift within the 2500 rpm my car seems to be like in 4th gear and im barely going 35 miles. So what is the best way rpm to keep under whent rying to shift and save gas? sorry for the very newbie question. Just boters me that im driving slow and the engine is screaming as if im aboout to race. Someone told me to shift at every 10 miles. 10 1st 20 2nd, etc... seems to work but then the rpm is around 3500-4000 when shifting.

casual driving shift from 2-4000 RPM, that engine can bang on the rev limiter all night and not cause any problems, you're probably just not used to small japanese car engines
