whats this sensor or valve on b18a intake manifold

whats this thing on the b18a intake manifold circle red. i dont have it plugged in currently. im getting a extreme high idle at 4000rpm and it wont go down

EGR..... goes with the saying "if you dont know what its for its probably for smog"

i thought it was the egr but wasnt sure
im guessing im not suppose to have a vacuum line on that

would an automatic ecu on a manual setup cause the car to idle 4000rpm. only CEL im getting is the o2 which is not hooked up. i sprayed the whole intake manifold with carb cleaner but nothing happen
