need to know if i have a bad injector or wiring ?

i have a rex with stock harness jumper harness for dit and ecu to obdi it has a y8 well ther problem is that its showing me code 16 i changed the injector but it still does the same **** i pulled the clip off the injector (1) and th idle did not change it will not rev pass 3500 rpm the car has no resistor box obd1 injectors.

If you changed the injector but pulling the clip off doesn't change anything, the problem lies in the wiring.
