That is custom, i would say fiberglass with some nice paint. You can't buy it like that, but if you want to fork out some cash for ugly door panels then thats all you. Did you try the website on the pic?

Civic's have little room for custom kickpanels up front, especially with a manual tranny.
Installing a nice 3-way setup or dual mid setup is very beneficial in reinforcing your sound stage. Another 20lbs isn't going to make or break a street car, as all of us aren't into hardcore, all-out performance.
To the original poster, take your car, and the picture down to your local car audio dealer/installer and see what they can do for you. If they can't handle it, I'm sure they can point you in the right direction.

Damn $600 for a door panel? I will keep my stock ones thanks. It is alittle over the top for any car other than show cars. Your best bet is to go to a car audio shap and have them make one. You could also try a custom interior shop. It is going to be expensive though. I say spend your money elsewhere but its your car.

Yeah, let me spend 600ea for a door panel (1200) + paint +new speakers +install. Its not for me, but i just cant understand people spending as much as they do trying to make a CIVIC a showcar.
i would get those q form panels like those ones pictured. the placement in the kick panels are the best for sound imaging.
i have read some bad reviews like the sound was not right with those or something(because it's not enclosed) though.

^ The Q-forms suck. They're flimsy, not sealed, and rather small (many speakers with decent sized magnets won't fit without mods).
