Default Timing belt Alignment

I have just done an ls vtec swap into my 92 4door. i had to replace the seal around the crankshaft, and when i go to put the timing belt back on the little marks are aligned but when i go to pull it over the last cam gear it rotates the buttom pulley.. i am not sure if it is suppose to do that..what am i suppose to do..any help would be greatly app. thanz

THANX FOR THE SIGHT..I THINK I WAS STARTING AT THE TOP RIGHT PULLEY AND GOING AROUND...I WILL TRY IT LIKE THE SITE SAYS..THANX...NOW I CAN GET THE BEST RUNNING...FINISH THAT AND PUT THE OIL IN...START IT UP AND LET THE TURBO SPOLL...I HOPE THE LS VTEC TURBO WILL BE WHAT I WANT...GOT IT FOR A GOOD PRICE

caps lock....

make sure you crank the car with out fuel until you get oil in the head, before you start it up...
