bad iacv causing problems?

Default bad iacv causing problems?

OK i need to change my iacv, its throwing a cel and I have been cleaning it, but is no longer stopping the cel. I also want to change my cat. SOmetimes when I drive at lower rpms my car hesitates and stutters; like the power kinda cuts in and out, but very rarely. It also feels very sluggish especially at lower rpms. Could the iacv and cat cause this?

i have the same problem yo on low rpm's but couldnt really figure it out.
i would guess its spark related, not fuel.
