Well, you're in for some bad news. The only way to really tune a 5th gen prelude is to convert it to OBDI. However, since you drive an SH, you have ATTS and it will do you no good if you do convert. My best suggestion for you would be to possibly look into a VAFC2 or Greddy Emanage Ultimate as they are both SH compatible.

Greddy Emanage Ultimate is a stand alone....how is the price....also its compatable with my ATTS....because i want to put type S cams...soon...but you think i can pass smog with the Type S cams...cause i live at San Diego....you known SMOG ****!!!!!!!!!!!

If I remember correctly, E-Manage/E-Manage Ultimate isnt' a standalone, but a piggyback. So yes, you'll keep ATTS by going that route.

e-manage ultimate isnt a standalone. i was told its like a more in-depth vafc and is the best option for keeping ATTS. i have an SH as well so i feel your pain

emanage is a good unti though you get to keep all your options and you also can tune fuel and ingnition!

i only have an intake and exhaust, im working on suspension first but the usual way people with ludes get power is start off with i/h/e, then cams maybe pistons and a good tune.
