Is it an 00-01 ECU? If so, it probably has the immobilizer still installed. You would have to remove that for it to work with your key.

Did you get the dealer to make a key for you to use with that ECU?
Hmmm ... JDM ECU on a USDM car?

The immobilizer looks for a matched/programmed key and will not fire up the engine without "finding" it.

you can remove imobilizer chip from ecu but.. it will fail due to check engine light. i think theres a way to bypass that so you do not get cel i sure dont know how to.

the only way to make that ecu work and not throw cels is.. to go to dealer and have them reprogram that ecu to work with your ignition. call them up and aks someone who knows

these guys can remove the immobilizer for $55usd ->http://www.ff-squad.com/ecu/imm.removal.htm

If you think a usdm 94'OBD1 p72 will work I can let you borrow mine as Im being deployed for a couple weeks soon(I'd want to hold something of equal value during the time I'd be lending it).

You can remove it yourself with basic soldering knowledge. Their method is nothing special, it even states in their FAQs that there will still be a CEL.

"Once an IMM is removed you will have a constant check engine light, because the factory programming is designed to look for the IMM, and now that it's been removed, it throws a check light letting the driver know something has changed."
