Default EF swap probems

My friend recently finished an odb1 jdm zc swap into a 89 civic. The motor starts but it is running like crap. It is throwing a code 17 which is the speed sensor i think. It has a rough idle that goes up and down. We could use some advice to get this thing running right. It has an odb0 ecu, intake manifold setup and transmission. Other than that the motor is an odb1 zc. Is there additional wiring that needs to be done at the ecu since its odb1, or is an odb1-odb0 conversion harness needed? If anyone knows the ecu pinouts that need to be wired in could you please help us out. None of the gauges work right now because of this I guess. The code 17 wouldnt cause run like crap would it? Thanks for any advice.

OBD-0 ECU with an OBD-1 Distributor? Sounds like your problem right there.
