so the car is supposed to look like it has it's lights on and moving (refering to background), while the wheels are still stationary

Yes, I'm a fan of photography and am familiar with what you speak of. But if that were the case the entire car would be still. In fact, your first pic is what it would look like.

What is captured on a frame of film is dependent on shutter speed. If you use a fast enough shutter speed, you will be able to catch the entire image as if it were not moving. As you use a lower shutter speed, the image will tend to blur - that is, unless you pan the camera in the same direction as the car is moving as the car goes by - - using this technique - you can blur certain portions of the image (i.e background and wheels) and keep the image of the car in focus. Photographers have been doing this with cameras for eons. Photoshop just enables you to do the same image manipulation digitally.

I used a lens flare for the headlights and the motion blur for everything else.

And here's a picture of a moving vehicle with standing still wheels.
