As you use a lower shutter speed, the image will tend to blur - that is, unless you pan the camera in the same direction as the car is moving as the car goes by - - using this technique - you can blur certain portions of the image (i.e background and wheels) and keep the image of the car in focus. Photographers have been doing this with cameras for eons. Photoshop just enables you to do the same image manipulation digitally.

I used a lens flare for the headlights and the motion blur for everything else.
