HID experts, come on down!!
Alright, so last week i get pulled over (yes they were "tryin to catch me ridin' dirty") for my hid's. they arent retrofitted, by the way. The cop tells me "i used to work for the state troopers and i've seen incidents where these lights blind people." He didnt tell me a specific story, but i digress. I check my state ordiences(??) and all it says its against the law to have any headlights above 300 candle power. What is this to watts? My hid's are 12K, and i tried google and wikipedia with no luck. Anyone know by any chance?

Candela is a measure of luminous intensity. Wattage is a measure of electrical work or power. The two are related as a function of the efficiency of the headlight assembly. Bottom line, you arent going to figure out your light output based on the power consumption of your bulbs.
Most states require headlights to meet DOT specifications (and I'm sure texas does), which makes it illegal to have 12k bulbs...especially in your OEM housings. The glare is well outside the acceptable range based on DOT standards.

Go with something around 5300k, give, or take a bit. I haven't gotten any complaints about mine yet.

How come I have a feeling that you think factory HID are 8000-12000K? That purple/blue you're seeing from factory cars are the color of the CUTOFF.
My s2k projectors, see the blue?

a stock 55w halogen bulb puts out more light than your 12000k HID.
Those are DOT and they have 4300K bulbs. ALL D2(S/R) HID are 35w. Unless you do a watt booster mod on them and run 65watts LOL. (find this info on hidplanet.com

Technically if a police officer holds a blank white sheet of paper in front of your headlights, and the paper lights up blue, purple or any other foriegn color on the paper, a ticket shall be issued. The white sheet rule., LOL white shhheeeeet. j/k

Abou the wattage, all manufactured HIDs from 3000k-14,000k ARE ALL 35W, unless they are those crazy new 55plus watt HIDs which are ridiculous. There are certain DOT regulations which prohibit usage of lighting over 65w for orad use. HIDs are not a concern since they use less wattage.
About the color, if it's more than 8,000k you are sticking out like a sore thumb!!!
I've got 4300k It' pure yellowish-white on the (white sheet of paper) and on the road. if you see my car from far it looks opure white with a tinge of purple, it's maaad bright though especially compared to 8000k. Stuff your 12,000-k in some foglights and put some 4300k HIDs in your headlights

That is just too dark. I don't know what your state law says, exactly, but that is just too dark.
