vtec problem, urgent help needed

Default vtec problem, urgent help needed

so heres the story, i have a 98 acura integra type-r, just rebuild the engine, after i put in the engine and i break it in and try to rev it higher, i found out i dont have vtec.
heres what i checked, vtec solenoid(it clicks), the vtec filter, clean.
i got someone to rev it higher and i gave battery power to solenoid and engage the solenoid, solenoid clicks but no vtec.
plug in oil pressure gauge to vtec oil pressure switch, it hs no oil pressure(weird).
took off the pressure switch, start the car, oil does come out, but not squirting out, so i believe somewhere in my cylinder head the oil passage is blocked partly,
so i open up oil filler cap, start car, tons of oil, so def cyl head has lubrication,
i am now just down to a few item that i will check.
1. oil passage for vtec solenoid(very hard to check).
2. apparantely there is something calleld head oil control orifice, i dont know what that is, never heard of it, and dont even know where it is, looked up my all data and mitchell, the diagram is unreadable...
many many help will be appreciated.
btw, its a stock motor, the machine shop just rebuild the head n block for me and i assembled it, machine shop replaced all the valves and guides, etc.
cams are oe...
but other than the vtec problem, everything seems to be fine.

Oil control orifice is in the intake side of the deck of the block, between cylinder 2 & 3.

UPDATE:
look up an article at team integra, found out there was an oring on the vtec rail under the valve cover, so i thought because it was missing an oring, so lack of pressure. put on o ring, still no vtec,
put on my apexi power fc, program vtec to kick in at 5500, still no vtec, so i am guessing it is a mechanical/hydraulic fault, and not a electrical fault.

can someone please describe to me what is the function of the oil control orifice?? what does it looks like? and how is it controlled? and will it affect vtec?

DOES ANYONE HAVE A OIL PASSAGE DIAGRAM FOR THE B18C5

just a quick question on testing oil pressure, when i test it by the vtec solenoid, should i take off the vtec oil pressure switch, or should i use the "drain bolt" thats on the side of the solenoid, facing the radiator side?...
btw: i have vtec prior to the rebuild. o wonder if machine shop has forgot to put smth in the cylinder head, like the pin for the vtec rocker.

Look at the upper right.

Number 12 = 15140-PR3-000 ORIFICE ASSY., OIL CONTROL $5.42 USD
Number 13 = 15142-PH3-003 O-RING (10.8X2.4) (ARAI) $1.38 USD

i thought 12 was the dowel pin for the cylinder head.

i will be removing the oil pan today and inspect the oil pick up.

Nope I can confirm that #12 is the oriface. I just put my engine head back on a couple weeks ago.

The dowel pins go on the exhaust side of the block.

thank you, i will find a time to inspect the head oil control orifice.
btw: whats the chances of a vtec oil passage getting clogged?
