Is the throttle cable too tight?
should have a little slack in it.
Does the RPM drop back down after it warms up a little bit?
Check the FAQ for FITV info

well i havent checked on the cable yet, but it goes to about 2100 RPM and like after it runs a lil it drops slowly and goes to like 1700-1500ish.. and when i put it in R or something then it drops and the car like hums really loudly...

Its funny cause I have a '99 Honda Accord and its doing the same thing. I haven't been able to figure it out but its really annoying. My car as soon as I start driving the rpms will be about 1100, but when its in neutral or in park it goes up to about 1700-2000 rpm. THIS SUCKS!!!

There has been a lot written on this -- you could do a SEARCH on IDLE.

I don't know what you have already tried, but i had a similar issue not long ago after putting on a new intake manifold on my 92 accord. My issue ended up being a vacuum leak. What i did was take a spray bottle and spray over the intake manifold around your gaskets and throttle body. If the sound of the engine changes when you spray a certain spot, you have a leak there. Make sure all your vac lines are connected and not cracked or broken. Also make sure your throttle cable isn't too tight, the specifications will be in your haynes manual. Also check to make sure your throttle plate is closing all the way. Good luck.
