horsepower wouldn't be the same unless the car has a fucked up camshaft as horsepower is a measure of torque and rpm.

he's using the metric form of torque.
therefore most Americans and Canadians won't understand.
(Even though Canada "is" metric, we're influenced so strongly by our American brothers so much as to stay 1/2 imperial)

To answer the question though, I'd say that it depends what the redline was on both engines. If one is redlining at 6000 but gets 150NM torque at 4500rpm, yet the other gets 170NM torque/7000rpm and redlines at 9000rpm, the latter is definately better.

It's obviously better to have more torque at lower rpms than less torque at higher rpms. Therefore, all else equal, everybody would pick the first car.
