Default vtech not working on 98 accord!

i know for a fact it has good oil pressure, i've had everything apart on the motor, and the sensors seem to be working fine. At first it would work occasionaly, but now it has quit working completly, any suggestions and ideas would be greatly appreciated

What leads you to believe the V-tec solenoid is not turning on?

i've wired a light in between the vtech solenoid and another for the oil pressure sensor so i could determine if they were turning on, and although it has good oil pressure and the oil light turns on, the vtech solenoid isn't turning on, although i have taken it out and tested it, and it seems to be working fine. I was however able to get the vtech solenoid to work once and the light came on and the vtech worked perfectly, however after 3 days, i started having the same problems and i have not been able to get it to work since. i don't believe that the solenoid itself is the problem, as the light is wired between the solenoid and the computer, so it should come on when the computer gives the signal

Certain conditions must be met for the computer to command the solenoid on;
If the computer isn't giving a code P1259 there might not be any real problem.

other than oil pressure what other codes have to be met for the vtech to engage? i know that the engine has to warm up first, but other than that, what else does the computer require before it activates the vtech?
