The most common cause for this problem is the temp sensor in line with the top radiator hose.
When you "catch it in the act" try unplugging that sensor to see if it shuts off the fans.
If that doesn't help you, repost for more involved diagnostic info about the fan controller unit

I guess it's also possible that your engine is actually hot enough for the fan to run a minute after you turn off the engine.
You're in FLA, right? Does the fan run on when you have driven only a short time (engine not real hot)? How does your temperature gauge behave?
