Failed Cali Smog - Was It just Cold?
This is from a 92 Civic CX or DX (I forget). Everything is stock except for the header. The smog guy said to replace the cat. I did nothing to prep for this smog. The car was sitting about 30 minutes before the test.
I failed my first test because my car was cold, but i warmed it up for about 5-10 minutes and passed. 30 minutes is plenty of time. If its the original cat it could be old and worn, how about a tune up (rotor,plugs,wires)... when was the last time you had one?

do you still have the stock exhaust manifold? i would definately put that on. and cats are expensive, so you want to make sure it really is bad before you replace it. heres a bump for someone more knowledgeable

How many miles? I've replaced my cat after 150k. Just get a high flow 0bd2 cat. i know somwone in cali who will pass any car, but it will cost you. Let me know.
Thanks for all the responses. My usual smog hook up has been impossible to reach, so I had to use someone else. He let me go on the visual but would not help with the sniffer.
Car has 175K. I just bought the car, did not tune anything. I will replace the plugs, cap and rotor. Clean the air filter.
Anything else?

I think its borderline "cold run, hot run fix" before its bad cat.

I thought about Seafoam but then read I should disconnect the cat while I run it out. I am 36 and weigh 285 lbs. I do not enjoy crawling under slammed civics to wrestle with possibly rusted exhaust hardware.
But I will keep it in mind.

I've passed smog with an obd2 high flow cat last year. You can do ANYTHING to a car in cali, belive me. Just have to know the right people, not go to your corner smog place with your coupon.

More like we shouldn't listen to you. You clearly don't know jack about California laws.
That car is running extremely rich (the one that failed smog in the OP)...

I got plugs, rotor, cap, air filter and will install sometime this week. I was looking at the eGay header and noticed that it is a tri-y design. The O2 sensor is hooked up on one of the y's, so it is only seeing the left two cylinders. I am going to see if that header has a bung on the bottom and move the sensor OR just put the OEM back on.
If all that fails, I got a new hook-up! I got a free retest first, so I may as well try to pass.

not really beat up the car. just drive around for awhile before smogging it. and make sure you dont turn the car off and let it cool down. especially with a high flow cat. i bar'd my gsr hatch with a high flow cat. just had to make sure its hot.

it worked for me. i barely failed my first run. smog tech was cool and warmed my car up a little more, and rev'd it up. 15 mins later i passed.

there are CA legal high flow obd2 cats. you can do whatever you want in cali but it doesnt mean its legal and seeing as how his car is obd1 he can get a universal cat for about a hundred bucks hell even autozone will sell you a universal cat with warranty on it.
and just FYI when i bar'd my engine swap i ran an obd1 cat on my obd2 swap and my ref passed it, he ran the numbers and said the only reason he let me pass on the visual of the cat was because i was competent enough to install the o2 sensor in the correct position.

UPDATE - Passed!
Changed plugs, rotor, cap, air filter. Crawled under car and put OEM header back on (with 02 sensor in correct location). When I got to smog place, the cat was hot and I left the car running. It was on the rollers in less than 10 minutes.

The smog guy was surprised I passed without a new cat.
