Probably because the RSX has a returnless fuel system and is not supposed to run a return line. And even if you did run a return line did you install a fuel pressure regulator?

Yes i installed a return fuel system with a pressure regulator, its not even getting any pressure to push the fule to the rail to begin with let alone back to the tank

1. Check voltage to pump. Can you hear it running when you key on?
2. Make sure inlet screen in pump / inlet filter isn't clogged.
3. Make sure outlet filter isn't clogged.
4. Make sure outlet of fuel rail is plumbed to the inlet of the P.R.
5. Make sure outlet of P.R. is plumbed back to fuel tank.
6. Make sure boost/vacuum reference line is connected to your P.R.
7. If you have an adjustable P.R., have you turned in the adjustment screw? Typically they are sold without the screw engaged = no pressure. Get a PSI gauge to set & monitor the fuel pressure at the valve.

If all that checks out and you don't have fuel spraying all over your driveway or garage, I can't think of anything else.
