Default 99-00 SI cluster swab w/ light problem ???

I just bought another hatch a 97 CX...

The original cluster CX and lights in the cluster work perfectly... but the problem was..

the new 99-00 SI cluster that I swab into my CX works but the needles did not light up. Do I need to replace the bulbs behind the SI cluster or is it something else??
