99 civic turn signal modification
When someones turn signal blinks super fast, it means the other turn signal on the same side is out.
IE if you're front right turn signal was out, the rear right would blink faster.
It's an indication that a turn signal bulb is out.
EDIT: What are you 12? I figured that out when I was 10.

not really because my friend has both that turn fast ,and both of his bulbs are fine..i have learned that when a car is in a an accident or has had some sort of collision that the turn signals tend to have this problem...but most of the time its because one bulb is out....to the op-why would you think thats cool or why would u want to do it to your car? i think it looks stupid ..
While I agree it looks stupid, if you replace your bulbs with some LED ones they draw a small enough amount of current that they will trick the car into thinking a bulb has burned out and make the signals blink really fast.
Please don't do this, it is really annoying, and most LED bulbs have crappy light output.
