Seat belt problem. Inertia reels don't lock?
I recently purchased a 1991 Civic DX to use as a daily, and i just noticed that the inertia reels do not lock up when i tug on the front belts... Not too safe.
Anyway,

Is this true? Will they replace them free of charge or will they try and rake me over the coals with labor fees and such?

You can take it too the dealer. Its covered under warranty, mine were busted also. I just went to the junkyard and pickedup ones that worked. My hatch is too busted to take it to the dealer.

They will change them out, The service guy told me that they will change them free of charge as long as they are not inoperable because of trash or crap and that its a mechanical failure. I asked what if they are and he said once they get that far they usually change them any ways because the dealer makes more by warrentying them then they would charging you the one hour labor. i had both of mine changed and only one was not working correctly

The dealership will do this as long as the part is still available(they stop producing parts for the car after 10 or 15 years, dont remember which one; example: at Acura, you can still get black but not blue seatbelts for a DA). Its a safety lifetime warranty.
But, is it just me or was he asking about locking up the seat belt, which is that case, Honda seat belts only lock up under hard braking. There is a little pendlum(sp?) thing inside the device then when braking hard(as if trying to avoid an accident) swings forward and locks the seat belt. So go find an empty road and get going and briskly hit the brakes and that should tell you if they are really working properly. If not then go to the dealership.

mine work on the road when braking, and not when I tug on them,
anybody else.
I wonder if tugging on them (for this car) is the way to check them?
I know the door mounted seatbelts dont retract
