does anyone know if a voltage stabilizer really make your car save gas?

I was wondering with gas prices going up. How, I was going to save some money on gas and increase some power on my 96 civic hx. I see some sellers claims that voltage stabilizers will Increases Torque, Improves Fuel economy & Engine Response Stabilizes Idling, Quick Engine Start, Lesser Engine Noise Increases Headlight Brightness,
Improves Battery Life & Audio Quality. Has anyone installed a voltage stabilizer in there car and does it really do the things that those sellers claims?

i got a spoon voltage stablizer...its nice. it does all it claims in a slight manner.
