what do the numbers on the bottom mean? on the black part..

 

each number is a pound.

 

what's it for? say i wanted 20ft-lb's, it's set on 20 in the picture so what do the little white numbers do?

yup, if you would have it in the 20 range, and the dash for 3 it would be 23 ftlbs
If you want it at 20, put it on the 20 line and 0

 

the numbers on the bottom are individual pounds.

so in the picture it is set at 23 ft lbs.
