When i turn on my ac it isn't cold and then when i drive it is cold..what is the problem?

works on a compressor, it takes time

plus you live in houston

move to wisconsin, your a/c will work great this time of year.

 

Always check your fuses first, in the car and under the hood. Check to see if your air conditioning fan is running when you switch on the a/c. It sounds like the fan is not on, so when you start driving and the air goes over the condenser it is cooling it for you instead of the fan.
