How do u tell if your cat converter is clogged?

it runs pretty bad rite now. when im driving, my car would feel like its restricting me to go forward then it'll just jump back to normal and keep doing that.

Could be the cat, mine would do that and sputter really bad. On the interstate it would sound like it was 10x louder than it usually was as well, had a loss of power too.
