Default Can I use these WORK WHEELS??

There RSZ-Rs 16x7 4x100 but with a +28mm offset? Will they work and look right on a 1999 GS?

those wheels will work just as good as they look.
the 7-10mil offset diff from +35/+40 to +28 wont effect anything that much
your tires just cant be tucked that much
