High idle on 87 CRX

Default High idle on 87 CRX

I aquired this bad boy from my daughter. I have been unable to get the smog
completed in CA because of the high idle. It passes all other smog tests.
It idles at 1500 rpm. Trying to lower it with the carb idle adjustment makes it erratic and it dies out. I have replaced the carb with a good used one, The idle
relay and the throttle cable. The fast idle works ok. It does stall out a couple times
when the fast idle drops out, but when fully warmed up it runs OK.
The under hood idle spec is 750 +/- 50. It has a 5 speed manual tranny.
I have checked it for vacumn leaks.It has around 21 psi. I worked on American
cars but never a Honda before. I plan to restore this to its original condition.

make sure the timming is right
is it running rich?/ lean?
is there fuel coming out of the secondaires when its idling, if this is happening it will cause the engine to stall al low rpm's
also has any of the emitions devices been removed?

Thanks for the inputs.I do need to check the timing again. On the smog check
it passed every thing but the idle speed. As far as i know all the emission
parts are there. I will go to the redpepperracing.com and see what they
suggest.
