Bolt extraction
use an easy-out kit.
you drill throught the center and use correct bit to extract it back out.
You'll have to take out the bracket so you have room to work on it.

If that is what I think it is, a bolt extractor will not fit down there. What we did was removed the a/c compressor bracket/motor mount. Believe it or not I was able to use a screw driver and turned it out. If it is frozen, use the extractor.

Try using an angled pick or a small screwdriver, if you're lucky you may be able to unscrew it. If you undo the motor mounts on that side you might be able to get to it a little better from the bottom without fully removing the bracket.

I also used a screw driver in the past using the above method.

I got it out, just had to move the power steering stuff out of the way (remove bracket, etc), used a screwdriver to move it around, and fortunately it wasn't stuck.
The bolt broke while I was driving down the highway and the pulley fell, shredded the PS belt, and wedged itself in. I pulled over and removed the shredded belt and the pulley, the rest of the bolt was long gone.
