What's the elevation up there? a 16.7 might be a respectable stock LS time if you're far above sea level. A guy I know ran a 16.6 here in Colorado in his LS w/intake, exhaust, and stripped interior. He's got a Type-R wannabe spoiler off a Cavalier, which is apparently pretty heavy (his hatch wont open/stay open without help), so I'm sure that's weighing him down a bit. But, I think that's a respectable time for up here. A stock Type-R ran a 15.9 at the very same track.
I raced him and won the other day, and without exactly shifting at optimal points either. He also still had his interior gutted, and I have full interior w/stuff in the trunk (I'll clean it out one of these days...). I was experimenting with different shift points; we were pretty even while I was shifting at 6.5k. I was actually aiming for 6.1k (optimal shift point for 3 of the 4 shifts, based on dyno of another LS w/ I/H/E), but I kept over doing it (trying to go by sound/feel, but I just installed header and exhaust). I decided to try redline, so I took 3rd up to 7k and pulled on him real good once I got above about 6k. But anyways, he ran a 16.6 so I'm thinking I could run a 16.5 or maybe 16.4 up here. That would be about mid 15's at sea level.
So, find out what most stock or lightly mod'ed LS'es run at that track and compare your times to those. 16.7 would be a bad time for sea level, but it isn't bad at all up here. It's all a matter of where you are.
