Choppy VTEC in 2nd and 4th

Choppy VTEC in 2nd and 4th
Ok so I have a B16 swap in my 91 CRX SI and for some unknown reason when i hit Vtec in second and fourth gear, its cuts on and off. The oil pressure is correct and wiring i would assume is correct due to the fact that it works fine in 1st, 3rd, and 5th. The ECU is a PR3 and its obdo. If anyone knows what could cause this and how it could be fixed, please fill me in so i can fix it. Thanks guys.
