My brother drives a 1992 Civic SI hatch, completely stock. No known problems before.

Its been very cold lately, and this morning he went to turn it on, but when you turn the key, it actuates the radiator fan instead of the starter. Could the ECU taken a crap or is it something different?

i mean come on...this problem made me laugh, anyone got anything to say?
