how do you notice it when your not moving? VTEC only works when its in gear, VTEC doesnt engage in neutral.

My guess is you are running rich. Bad sensor? Chipped ECU?

almost every vtec engine I have seen smokes at least a little in the higher rpm's unless it's a very new motor/car.

Ooops. Could be rings, valve stem seals, coolent, etc. There are multiple possibiites. We'd need more info to help.

Yes, just look at the color of the smoke. Mine does not do it in neutral but I do get some at vtec but it's a b series with hondata so it could be rich...

If it's doing it in neutral, try getting the color, or what it smells like (don't kill yourself ). If you think it's rings, try a compression/leakdown test.

If it's not worth it, just toss it and throw a swap in It's up to you. There are a lot of tests out there to try to find your problem though, you just need more symptoms.
