Default Idle adjustment on TB

I'm running 404's right now on my LS and need to raise the idle above 600-750rpm. Currently the only way I can have the car idle at +2 -2 is having the idle adjustment screw all the way out and it only idles at 600-750rpm. I spoke with a race experienced honda tuner locally and he suggested to drill out the TPS sensor and rebolt it in at an angle to fool the ECU into thinking the plate is in a different position that it actually is.

I removed the TB ready to do this and I noticed an allen screw/nut device epoxied in place (from the factory) which actually adjusts where the plate sits at zero throttle. Wouldn't adjusting this so that the plate stays open a little more raise the idle since its exactly the same as me pressing on the gas a little bit? Maybe I'll take some pics if you guys don't know the screw I'm talking about. TIA

Just a suggestion: wouldn't it be easier to accomplish the same thing by adjusting the preload on the throttle cable?
