Drain or syphon gas tank?
Disconnect from the fuel rail and let it pour into a bucket. It will help to rinse any build up out of the hoses/lines. But it might clog your filter really quick.

I'm not sure if there is a drain plug on ITR's (or any teg for that matter) I would just stick a hose down the fuel filler hose and get as much out as possible, then put some 93 with some fuel system cleaner in there. Can we have some details as to why your car has been sitting for 3 years?

jack the back of the car up. look underneath the gas tank on the rear left corner (driver's side). You will see a 17mm head bolt. that is your drain bolt. be careful when removing it as the metal around it on the gas tank is merely sheet metal and thin.
Steps
1-jack up car
2-jackstand car
3-place drain pan under tank
4-remove drain bolt
5-remove gas cap to let the air escape and flow quicker
6-replace gas cap to trap air
7-Put the bolt back in
8-remove drain pan and discard of fuel
9-repeat steps 3-8 until no more fuel comes out
10-remove drain bolt
11-remove gas cap to let the air escape and flow quicker
12-remove jack stands
13-lower car so gas angles back to the drain hole
14-re-jack up car
15-re-jackstand car
16-removoe drain pan and discard of fuel
17-replace gas cap to trap air
18-Put the bolt back in
19-remove jack stands
20-lower car
21-Eat Ice Cream

Filter it (with a coffee filter), then use it in small engines or mix it back into your car a gallon or two at a time with fresh fuel.
