There's a metal frame inside the foam. A hacksaw will do it.

Yeah, I agree.
Just take any saw with a metal cutting blade instead of killing your steering wheel.
In terms of prices:
Steering wheel > steering wheel club

USE A DRILL WITH A METAL BIT AND DRILL DIRECTLY INTO THE LOCKING PIN AREA LIKE YOUR PUTING THE KET IN BUT INSTEAD THE BIT. THE TUMBLER PINS WILL SLID OUT OF PLACE CAUSING THE LOCK TO INSTANTLING UNLOCK.
GOOD LUCK

Ah,
to the guy who suggested drilling the lock. I suggest that action over cutting it, but still, cut the club b4 you cut the wheel.
Drilling the lock is easy, just go easy on it and it'll press right through, everything'll fall apart in the inside and it'll come right out.

if you have some cash to spare I am sure that you could call a locksmith place to come unlock it. I would do that, so that way you don't have to ruin your steering wheel (unless you were planning on getting an aftermarket steering wheel ne ways).
OR try to do that drilling thing.

take a pluming pipe..long enough with good leverage..stick it on the short side...lean chair all the way back..feet on the long side of club and try to pry the two apart...if your lucky the short piece will break off...
