legalization Problems

I have a 91 HF crx, with a usdm B16 engine in it. I am tyring to make it legal, but I talked to a DMV manager and he says that I need paperwork saying that I bought the engine, or else they would think that it was stolen. I bought the car how it is right now. Do you think I should get another B16 long block for 900$, and just swap it in. The B16 that I would buy would be already OBD1. My engine is OBD1 already. Would I have to change any of the wiring because of that? Any help is appreciated, Thanx!!!
the guy at DMV doesn't know what he's talking about. Your fine the way it is. The 88'-91' Honda CRX comes with either 1.5L & 1.6L, as long as you have one or the other it's legal. If you go outside the engine displacement(1.8L,2.0L,2.2L), your gonna need to take it to a BAR referee to get a BAR label and get it legalized.

I have a custom made exhaust system with no cat, 4-1 headers, and a short ram intake thay are all no namers. Do you think if I change all of that to CARB legal things, can the car pass smog, because I am sick of paying 2 bills to pass it.
