best bet is call your local DMV and find out exactly what needs to be done to restore the title. for something like that they will prob inspect the car, and the GSR under the hood could pose problems.
ive never had to do this personally, so call the DMV and make sure before you do anything.

i dont understand if the car was just primered and totaled because the value of the paint was worth more than the car, why would they need to inspect the whole car
it doesnt need paint to be drivable

Basically if the insurance totalled the car, then it's totalled. Likely your boy bought it back from them for $200 and it now has this title. JDM_dreamer has the right idea, call the DMV. That car may NEVER be able to be titled again. It depends on your state.
I'd ask your boy to register the car before you buy it. It he can't get it registered as the owner, you probably never will without a huge hassle. Without a clean title, it's just a parts car.
Hopefully you're not paying much for the car. Might be worth taking the swap out of it, crushing the shell and buying a new shell.

True on the first part, though not so true on the rest.
The car'll definitely be titled again. Though what you may have to do (which is a bitch and a half) is schedule it for what's called a salvage inspection, where they match VIN #'s and make sure **** works and such. Now assuming he has the receipt for the GSR that shouldn't be a problem - otherwise the VIN #'s won't match there and he might run into problems.
In any other note though I don't know how backed up the DMV is by you but by me it takes about 2-4 months to get the title back - then takes another month scheduled for the appointment. It's a pain in the ***, but it gets a salvaged car on the road again. Usually insurance companies mark stolen cars as totaled.
EDIT:
Props, Kudos, and double
to whoever suggested calling the DMV. Call the DMV, they'll tell you EVERYTHING including how long it'll take to (if they can) re-issue a title for the car and get it back on the road, the steps you'll need to take, etc.
Takes less than 10 minutes. Do that.

I'm doing the same thing this weekend, gonna buy an Si that was a recovered stolen that had all the lame bodykit crap replaced with random stock body panels.
Getting the car inspected and re-titled should be easy, all they want to know is if it is road-worthy. It will be one of the few times the WSP is your friend.

I'm just saying it depends on what state you're in. In MD, they won't let you buy a complete car from a Junk yard for instance. They're trying to prevent people from taking the back of one car and front of another and pasting them together.
We don't even have dismantled titles here in VA though we do have salvage titles. The inspection to get the car back on the road with a salvage title isn't just a VIN check here. It's got to pass a safety inspection just like getting an inspection sticker.
In VA, the whole procedure from salvage title to streetable car's described on the DMV website.
