1998 Civic EX Sedan - tech check wire

1998 Civic EX Sedan - tach check wire
I'm hoping someone can confirm the location of it. What I've read says it's a blue wire near the firewall on the driver's side under the hood. I've tried to test it, but I'm not too confident in my tools. The wire in question connects to a little rubber boot and doesn't go anywhere else.
