nope. my 89 Vette has the TPI motor with really long intake runners...mad torque down low, but power falls flat ~5000 rpm. the newer LT1 motors had much shorter intake runners and could rev higher and make power past 5000rpm. edit: this is just my limited experience, do not take it as gospel.

my stock b16 motor with ported head, spring retainers, blox B camshafts, JG edelbrock intake manifold, 68mm throttle body, and peak performance 4-1 headers made 187whp 122 ft/lbs almost at 10K rpm, tuned on Crome pro

because most people dont realize that revving that high without making power that high does damage to the engine.

Its not a dumb question at all, if you've read the tranny thread written by "the bense", it gives in detail the advantage of a b16 reving that high. Has to do with the formula
HP = (torque) * (RPM) / (5252)
like "the bense" explains, what the b16's lack in torque, they make up by reving high. I think the O.P. is just trying to capitalize on this formula.
