???Radiator fan keeps kicking on even in -30 degree weather!!!

Default ???Radiator fan keeps kicking on even in -30 degree weather!!!

I drive my 4th gen prelude on the highway and park it and the second I turn the car off the cooling fan kicks on but when I turn the key on the fan will turn off. This only happens when I drive it on the highway and get it nice and hot and it rarely happens during city driving. Also it has been -30 degrees air tepmerature and -45 windchills

So the car isn't over heating at all and I have brand new coolant, thermostat, oil filter and a new coolant temp sensor that controls the fan that keeps kicking on (the one on the upper radiator inlet). But it will still happen intermittently whats happening? I also know the colloing fan relay is working fine as well.

Could it be the fan timing switch in the glove box area?? But if this thing is bad wouldn't the fan come on all the time?? Please help this is driving me nuts!!!
