hey man for 400 hp your gonna have to completely build the engine, upgrade your fuel systems, have a turbo set up thats efficent enough to reach thoughs type of numbers and ALOT of tuning. Research some of the info in the forced induction forum, theres quite a few guys on there that have reached those numbers. Heres just a few things that you'll need to have:
around 9.0 compression pistons, connecting rods eagles should be good, the stock crank is able to meet thoughs power needs just make sure its balanced n all that good stuff.
a stand alone engine management system with someone who KNOWS what there doing
a large enough turbo set up that can bring in enough air, and large enough exhaust to shoot it out like 3"
there ALOT more stuff that you'll need but others in this forum, along with those in the forced induction one should be able to help you out more.
I myself am going to watch the rest of the SAINTS VS EAGLES game but best of luck to you
