Unless you'd like to cut into your momo wheel and fab a bracket up in there .... then no, you can't put them on a CTR wheel.

I have another question when I was installing the steering wheel I pulled off a cover on the back of the steering wheel and it was the plug for the cruise control but the cruise control switch from my oem steering wheel plugs in but is upside down and has no way to stay on. I was wondering if the ctr steering wheel has a crusie control button that came with the steering wheel???

Use some double sided tape and tape the buttons on the side of the wheel? lol

And as for that plug you mentioned, that is because the CTR wheel and the EK4 SiR wheel are the exact same, except for color. The CTR is black, with the H dyed red. The SiR is dark grey. The SiR had the provision for cruise control, and thus had an opening in the wheel. The plug is for that hole, so Honda could use the same mould for the plastic shroud piece of the Type R wheel as they could for all other wheels using the same design.
